Developed Uttar Pradesh @ 2047: Human Capital and World-Class Skill Development Prioritized
Lucknow, 12 December 2025: A state-level brainstorming conference was held at Yojana Bhawan, Lucknow, organized jointly by the Department of Vocational Education, Skill Development and Entrepreneurship and the Department of Technical Education. The primary objective was to formulate the Developed Uttar Pradesh @2047 Vision Document. The event was inaugurated by the Minister of State (Independent Charge) for Vocational Education, Skill Development and Entrepreneurship, Kapil Dev Agarwal.
ITI-Polytechnic: The Foundation of Future UP
Minister Kapil Dev Agarwal stated that large-scale initiatives are underway to train the youth in future-driven sectors like Artificial Intelligence (AI), Quantum Technology, Semiconductors, Renewable Energy, Green Hydrogen, and Drones, aiming to transform Uttar Pradesh into a developed state.

The government's priority is to transform youth from job-seekers to job-creators.

ITI and Polytechnic institutions are being strengthened with new, market-aligned courses to help realize the vision of a Developed India and its $6-trillion-dollar economy goal.
Chief Minister’s Advisor Avnish Awasthi emphasized that strong human capital, high-quality technical training, and world-class skill development are essential for the state to achieve global competitiveness, assuring that budgetary constraints would not hinder this progress.
Chief Minister’s Advisor J. N. Singh identified ITI and Polytechnic institutions as the foundation of Developed Uttar Pradesh 2047. He announced that the accreditation and affiliation processes of these institutions would be simplified to align youth skills with global technological standards.
Accelerated Upgradation via Tata Technologies (TTL)
The collaboration with Tata Technologies (TTL) is a central focus for modernizing training:

Dr. Hariom, Principal Secretary, Vocational Education, reported that 212 ITIs have been upgraded with support from Tata Technologies, providing modern technical training to approximately 24,000 youth over the last two years.

The department is focusing on training in emerging areas such as Drones, AI, Blockchain, and IoT. Around 7 lakh trainees are trained annually through ITIs.

Narendra Bhushan, Additional Chief Secretary, Technical Education, noted that 121 polytechnic institutions are being developed according to the Industry 4.0 model with TTL's support.

Efforts include implementing a uniform academic calendar and establishing Centers of Excellence. An MoU with Naukri.com is also facilitating youth employment.
Focus on Startups, Apprenticeships, and Industry Linkages
The conference included detailed discussions on frontier technology, innovation, entrepreneurship promotion, and job creation.
Key consensus points emphasized by Vice-chancellors, industry experts, and institution representatives:

Real-World Exposure: Entrepreneurship, internships, apprenticeships, and industry–academic collaboration are crucial for exposing youth to real working environments.

Curriculum Alignment: Training Director Abhishek Singh stressed the importance of aligning courses with the NSQF, the National Education Policy, and the credit framework.

Inclusivity: Special focus was placed on trainer training, ensuring skill development access for girls and rural youth, and enhancing local economic participation.

Vision Realization: Participants concluded that the goal of Developed Uttar Pradesh can only be realized when skill development reaches every village and provides equal opportunities to all.
The extensive meeting saw the participation of key officials including Kunal Silku, Selva Kumari J., AKTU Vice-Chancellor Prof. J. P. Pandey, and representatives from Deloitte and various training and technical institutions.
